I have a friend that an addict,abusing his medical istance, will he get caught?

My boy, which ive known now for close to 15 years just got out of rehab for the 7th time. He stayed clean for a few days shy of 3 months. In that time, he received medical istance and trying to get disability just so he has an excuse to stay high, not work, and eventually die or end up in jail for a long time. The problem is that he has a family doctor, which doesn't know he is an addict and he talked her into giving him pain medicine, sleeping pills, and who knows what else. I just found out from his mom the other day that he is also going to a few free medical clinics in carroll county MD. I guess they just ask you if you have insurance and you say yes, and they take your word on it. They are also giving him narcotics. I know he will hate me but shouldn't I call his doctor and find out what clinics he is conning and tell them. The thing is, if they check after i call and see he has insurance when you cant be seen there unless you are unemployed, and obviously don't have insurance. I am scared he will get locked up for insurance fraud or doctor shopping. But, I don't want to get a call from his mom saying he just died. Please give me some advice
